Eight windows open and a certificate about to expire
The expensive part of administrative work is not the lookup. It is the journey. Open the portal, find the certificate, remember which of the four is the right one, search by reference, wait, download a PDF, rename it, decide which folder it goes in and note somewhere that it is done.
Multiplied across LexNET, the AEAT, the Catastro, both registries, the BOE and BORME and the accounts, that is not eight tasks: it is eight separate contexts, each with its own session, its own way of searching and its own way of handing you a file.
What gets lost between one portal and the next never appears on a timesheet, but it is why a matter takes three days to move what it could have moved in an afternoon.
